    Provides for setting up and liquidation of enterprises within the free economic zone, guarantees of rights and interests of the subjects of economic activity, basic principles of the activity of economic subjects, peculiarities of customs procedure, foreign currency and monetary mechanism of pricing, labour relations (regulated by collective and individual agreements in accordance with the legislation of Turkmenistan).

The state guarantees the independence of enterprises and their freedom of activity. Also contains provisions dealing with liquidation and reorganization of enterprises.

    Provides for a three-branch presidential republic, dominated by the executive. Section 1 is entitled "Fundamentals of the Constitutional Structure" (outlines the overall objectives of the Constitution). Section II is entitled "Fundamental Rights, Freedoms and Obligations of the Individual and Citizen". This section establishes several inviolable rights but does not guarantee their enforcement. The enumerated rights include equal protection before the law and freedom from discrimination based on nationality, origin, social status, place of residence, language, religion and political affiliation. Citizens are also guaranteed due process, freedom of speech, and the right to vote. Section III is entitled the "System of State Bodies", and establishes a three-branch government. Other sections deal with matters such as local self-government, election and referendum system, judicial power and prosecutor's office.
