    Parties are to undertake necessary legal reform and other appropriate measures to ensure a legal framework for preventing trafficking in conformity with the Universal Declaration of Human Rights, the Convention on the Rights of the Child, the Conventions on the Elimination of All Forms of Discrimination against Women and other international human rights instruments. Part II deals with preventive measures, which are to include, inter alia, measures establishing educational and vocational training programmes, increasing social services, enhancing awareness of trafficking, dissemination of information to the public. Part IV deals with protection of trafficked children and women, Part V regulates cooperation in suppression of trafficking of women and children, Part VI with repatriation, Part VII with reintegration, Part VII establishes a joint task force and Part IX contains the final provisions.

    Repeals Ministerial Regulations 1-8 issued under the Adoption Act. Deals with several aspects of adoption. Chapter 1 regulates activities of Child Welfare Organisations, Chapter 2 adoption in Thailand, Chapter 3 application for adoption abroad, and Chapter 4 trial child caring. Also makes provision for several forms to be used in applying for adoption.

    Adds a new Section 133 bis and 172 the concerning protection of children giving evidence in a court case with regard to the participation of psychologists or social workers in criminal investigations involving minors. Also adds a new section 273 bis concerning examination of witnesses who are not in the country.

    Sets forth types of work for which it shall be forbidden to employ persons under 18 years of age. Such work includes work in extreme temperatures or exposed to loud noise, work using drilling machines, work involving carcinogens, biological or medical hazards, radiation, or explosives, and the operation of cranes and forklifts.

    Prohibits the buying, selling, vending, bringing from or sending to, receiving, detaining or confining any woman or child, or arranging for any woman or child to act or receive any act for sexual gratification of a third person. Gives the competent authority powers to inspect and monitor places where trafficking may occur as well as powers to detain victims of trafficking for a certain period in an appropriate place (not a prison or cell)in order to protect them from traffickers. They are also to provide assistance to the victim. Repatriation of foreign victims is to be done in accordance with agreements set forth in treaties or conventions signed by the Government of Thailand.

    Notification of the Ministry of Interior Regarding Description of Work and Working Place for Young Persons.

    Clause 3 specifies the kinds of work in which an employer may engage young persons from 13 to 15 years of age. Under Clause 4, employers are prohibited from employing young persons in certain types of employment. Clause 5 prohibits young persons from being employed in particular places of work.

    Sets out the principle and procedures for the adoption of a child in Thailand. All adoptions are to be arranged by the Public Welfare Department. Licences may be granted by the Department to child welfare organisations. The Act also establishes the Child Adoption Board which is to issue regulations, consider and decide on the adoption of children, resolve problems related with adoption and consult with concerned parties. The Director-General, provincial governors or competent officials have the power to inspect where the child is in order to evaluate the living conditions of the child. Authorisation from the Minster is needed before a child can be adopted overseas. There is also a probationary period for adoption.

    Inter alia, repeals the Act on Settlement Procedures for Labour Disputes of 1958. Authorises the Ministry of Interior to prescribe measures for labour protection in regard to working hours, rest periods, holidays, etc.; work by women and children; minimum wages, compensation for occupational injuries or diseases; and health and safety (s. 2). Establishes a Compensation Fund in the Labour Department (s. 3). Provides for the appointment of an attorney for an indigent employee with a prima facie case against his or her employer (s. 6). Sets forth penalties and addresses other matters.
