    Chapter I sets forth general duties of employers concerning provision of appropriate equipment and training, and supervision. Chapter II deals with duties of employers regarding safety in loading and unloading goods in general, and Chapter with employer's duties regarding loading and unloading of dangerous goods. Chapter IV regulates duties of employers concerning safety in the work of loading and unloading of goods in dangerous areas. Finally, Chapter 5 sets forth standards concerning personnal safety protection.

Issues covered include fixing of normal working period, minimum age (18, with certain exceptions), payment of wages, holidays, provision of nutrition by employer, work outside normal working place, provision of safety measures, labour inspection, medical check-up of employees, and payment of wages.

    This Notification, which does not apply to agricultural work or other work as prescribed by the Ministry of Interior, prescribes the minimum monetary daily wage and maximum daily work hours for certain classes of employment: seven hours per day in respect of work that might be harmful to the health or body of the worker, eight hours per day in respect of industrial or transportation work, and nine hours per day for commercial work.
