    This Act establishes Thailand's first comprehensive social security scheme. With the exception of temporary public sector workers, however, the Act does not apply to civil servants or government officials. Initially it will cover workers in establishments with 20 or more employees, but coverage is to be extented to those with 10 or more employees after three years (s.88). Under s.37 bis, self-employed workers - ie. the majority of the Thai workforce - and other workers not initially covered will be allowed to join the scheme sometime within the next four years (s.2). In the initial phase, beginning 180 days after the promulgation of the Act and financed by equal contributions from the Government, the employers and the workers at the rate of 1.5 percent of their wages, eligible beneficiaries will be covered by health insurance for non-occupational sickness and injury (see Anouncement of the Ministry of the Interior respecting Labour Protection, in LS. 1972 - Thai.2, on compensation for occupational diseases and injury), maternity benefits up to two births, disability insurance and a funeral grant. An additional matched contribution of 3 per cent, to be introduced after six years, will eventually provide for child welfare benefits and old age pensions, and yet another, of 5 per cent, to be introduced by Royal Decree, will cover unemployment benefits(s.89).
