    Sets out the minimum wage as set by the Wage Committee which is a tripartite body consisting of five representatives each of employers, employees and the government in accordance with the Labour Protection Act.

    Repeals articles 3 to 31 of the Notification by the Wage Committee on Minimum Wage Rate (No. 6) dated 2 November B.E. 2554.

    Regulates conditions of work and employment. Establishes that employers shall implement work regulations providing for the following issues: (1) working days, normal office hours and break time; (2) days off and rules governing days off; (3) rules governing overtime and days off work; (4) date and place of payment of salary, overtime and days off; (5) leave and rules governing leave; (6) discipline and disciplinary actions; (7) complaints; and (8) employment termination and compensation. Contains provisions regarding working conditions of and prohibition to dismiss pregnant workers. Also regulates deduction of employees' salaries, overtime and days off.

    Royal Decree prescribing work which is subject to labour protection different from the Labour Protection Act.

    Provides that work in the petroleum or petro-chemical industry, administrative and clerical work, work in food or drink establishments which are not open continuously, and the work of travelling salespersons shall be subject to labour protection under statutes other than the Labour Protection Act 1998.

    Provides for the deposit of an employee's monetary guarantee, which shall insure employers against damage or loss caused by workers who are employed as accountants, cashiers, or debt collectors, or who rent out or take care of automobiles and other property. The amount of the deposit requested by an employer may not exceed 60 times the average daily wage of an employee.

    Declares that the Labour Protection Act shall not apply to private schools and that numerous parts of the Act shall not apply to domestic workers. The Act shall apply to workers employed in non-profit organizations.

    Amends the Civil and Commercial Code to establish preferential rights to a debtor's assets for, inter alia, employees to whom the debtor owes wages. Also sets a limit to the amount an employee can recover from a debtor for wages and benefits.

    Specifies amount of minimum wages for each province and establishes standard hours of work depending on the nature of work and the economic sector in which it is performed. Provisions are made for remuneration in respect of overtime.

    Amends the Announcement of the Ministry of the Interior respecting Labour Protection (LS 1972-Thai. 2 ) by eliminating the distinction between permanent and temporary employees. Modifies ss. 32, 33 and 33bis relating to holiday pay, sick pay and pay for military service leave. Revises provisions on severance pay (ss. 45 to 47 and 75), with benefits depending upon length of service; persons performing occasional or seasonal work and persons having engaged in certain acts are excluded from severance pay provisions.

    This Notification, which does not apply to agricultural work or other work as prescribed by the Ministry of Interior, prescribes the minimum monetary daily wage and maximum daily work hours for certain classes of employment: seven hours per day in respect of work that might be harmful to the health or body of the worker, eight hours per day in respect of industrial or transportation work, and nine hours per day for commercial work.

Establishes a Compensation Fund in the Labour Department (s. 3). Provides for the appointment of an attorney for an indigent employee with a prima facie case against his or her employer (s. 6). Sets forth penalties and addresses other matters.
