    Annexed is a temporary regulation adopted by a tripartite committee in charge of social and labour relations. The regulations aims at ensuring a material basis to workers in difficult situation due to the deterioration of the financial situation of enterprises for objective reasons independant of their management in order to prevent dismissals. Other provisions fix in detail the control performed by the employment services.

    Provides for the competency of the Russian Federation in the field of medical training (sect. 5) and of the local authorities in the field of rehabilitation of the disabled, job placement (sect. 8). Includes provisions relating to private medicine. Provides for a free socio-medical assistance within Public Health system, a complementary assistance within facultative health insurance, the right to 3 days of unpaid annual leave without medical certificate (sect. 20). For several professions are provided for obligatory medical examinations, a declaration of definitive or temporary loss of working capacity, the employer's responsibility. Also provides for paid leave for pregnant women (in the event of their child's illness), for mothers of minors less than 15. Contains provisions relating with social protection of doctors and chemists and with the performance of their profession.

    Specifies that the parties of the contract are the employer (legal person or individual) and the worker (any citizen aged more than 16-exceptionally 15), and provides that the contract can be concluded for an undetermined period, a determined period of 5 years maximum or for the performance of a specific task. Provides that the contract can not set forth dismissal conditions, disciplinary measures, nor responsibilities not previewed by the legislation, and that the contract cannot establish procedures of disputes settlement not provided for. Annexed is a model of labour contract.

    S'applique aux travailleurs et à leurs familles. En règle générale, la loi du pays d'accueil est applicable. Prévoit l'égalité des droits et obligations avec les nationaux en ce qui concerne les conditions de travail, l'accès à l'assistance sanitaire, et aux activités culturelles et sportives. En cas de rupture de contrat (liquidation de l'entreprise, réduction de personnel, etc.), le pays d'accueil doit s'efforcer d'intégrer le travailleur dans des relations de travail équivalentes. En cas de chômage, la loi du pays d'origine est applicable. Les périodes de services accomplis sont reconnues par les deux pays, mais toutes les prestations de sécurité sociale, sauf les pensions, sont assurées par le pays d'accueil. Le régime applicable aux pensions fera l'objet d'un accord séparé. En cas d'accident du travail, est responsable de la prise en charge le pays où l'événement s'est produit et, en cas de maladie professionnelle, le pays où elle a pris naissance, même si elle a été constatée dans l'autre pays. Lors de l'aggravation d'une lésion professionnelle, la prise en charge est du ressort du pays où celle-ci se produit, sauf si elle est due à une maladie professionnelle contractée au cours d'une période de services sur le territoire de l'autre Etat.

Un contingent de 2000 personnes par an pour chaque Etat partie est fixé. Le séjour, d'une durée de un an prorogeable jusqu'à 18 mois doit être précédé d'une demande préalable de visa. Les personnes bénéficaires de l'accord sont exemptées de tout droit d'entrée.

    Each Republic of the Federation will have to fix a maximum rate of unemployment according to its own situation. Appropriate measures (salary compension and part time employment) concerning the employees will be taken in the event of bankruptcy of a Federal enterprise or economic difficulties. Public works will be organized thanks to the money collected from privatizations. Higher education and vocational training will be favorised in order to fight against unemployment. The Ministry of Labour and concerned bodies will have to propose measures to develop the employment policy, to increase early retirement and massive layoffs.

The body in charge of these matters is the Federal Service for Migrations in Russia in cooperation with other government, local and social institutions.
