Regional Labour Offices are entitled to reimburse from the National Labour Fund, during a period up to 12 months, travel and accommodation expenses to persons who fulfill all the following requirements: living in a municipality with particularly high structural unemployment; having taken up an employment, an internship or a training outside the place of residency, provided by the Regional Labour Office, for an undefinite period of time; receiving a salary not higher than the double minimum admissible wage and living in an accommodation whose monthly rent is at least as high as 20 per cent of the minimum admissible wage.

Inter alia provides that internships are subject to labour contracts established by Regional Labour Offices. Contracts shall specify: the type of work to be performed as well as a programme according to which the internship is to be scheduled and the number of diploma holders to be directed towards internships; the period of the internship and requirements to be fulfilled by the employer as well as the role and the action of the Regional Labour Office in supervising internship schemes.

The Decision is issued under s. 204(3) of the Labour Code. It allows the employment of young men over the age of 16 years (hereinafter referred to as "young persons") in certain prohibited jobs specified in the Decision of the Council of Ministers of 26 Sept. 1958. Such employment is permitted to the extent necessary for vocational preparation in certain trades related to the maintenance of machinery and equipment, the assembly of engineering equipment and automatic and electronic industrial systems in mining. The permits shall apply to work in underground coal mines and shall not be applicable to work to be carried on continuously. Young persons shall be employed only in training posts under the supervision of vocational teachers or instructors. Young persons may work only 14 days in a month and their hours of work shall not exceed 4 hours over a period of 24 hours (from the age of 16 to 17 years) and 6 hours over a period of 24 hours (from the age of 17 to 18 years).
