    Provides for the creation of the Technical Education and Skills Development Authority and its structure and powers. The objective of the Act is to promote and strengthen the quality of technical education and skills development programmes to attain international competitiveness; to focus on meeting the demand for middle-level manpower; to disseminate scientific and technical knowledge gained from middle-level manpower development programmes; to recognize and encourage the complementary roles of public and private institutions in technical education and skills development; and to develop moral character with emphasis on work ethic, self-discipline, self-reliance and nationalism. To meet these objectives, the Authority is to strengthen the network of skills development centres, formulate a comprehensive development plan for middle-level manpower, and establish national trade skills standards. Creates a TESDA Development Fund to be used for the awarding of grants and providing assistance to training institutions, industries, and local government units for upgrading their capabilities and implementing and maintaining training and training-related facilities.

Applies to all public and private educational institutions/training centres and agricultural, industrial and business establishments accredited to participate in the dual training system. To encourage participation by employers in the System, permits a deduction from taxable income of 50 per cent of system expenses paid to the Accredited Dual Training System Educational Institution for their trainees. Sets out obligations of the employers, trainees and Accredited Educational Institutions/Training Centers under the Act.

    This Act amends s.135 of the Labor Code (LS 1974-Phi. 1A) to strengthen the prohibition of discrimination against women with respect to terms and conditions of employment. It defines discrimination as paying lesser compensation to a woman for work of equal value and favouring a male employee on account of sex with respect to promotion, training opportunities, study and scholarship grants. In addition to penalties provided under the Code, the aggrieved employee may file a claim for money damages and affirmative relief.
