    Provides that any woman who, at the time of the taking effect of this Act has been engaged in at least one year in any micro and cottage business, with a daily inventory of goods worth no more than P25,000 or with any business equipment with a book value of not more than P50,000 shall have a priority to obtain a loan not exceeding the value of her business equipment, at prime interest rate or at the rate of 12 percent per annum.     This Act provides for the rehabilitation, self-development and self-reliance of disabled persons and their integration into the mainstream of society. Title Two, entitled "Rights and Privileges of Disabled Persons", deals with the employment, education, health care, social services, access to telecomunications, access to buildings and transportation, and political and civil rights of disabled persons. Title Three prohibits discrimination against disabled persons in employment, transportation, and in public accomodation and services.

    Guidelines created to coordinate all livelihood programs, aimed primarily at the underemployed and unemployed, undertaken by the government in order to focus resources and streamline projects. Encourages private sector participation and enumerates agency responsibilities for specific sectors; establishes reporting, monitoring and evaluation procedures.

    This Order calls upon every government ministry and instrumentality to adopt rules and procedures for the review and assessment of its personnel and to complete its review no later than 24 Feb. 1987. On the basis of this process, officials and employees may be separated from service by reason of the grounds set forth in s. 3 of the Order (corruption, gross incompetence, etc.). The Order also creates a Committee to act on all petitions for reconsideration of dismissal; its decisions are final.
