Amends s. 14, subsections 1 and 4, s. 17 and 21 and s. 22, subsection 22. The amendments include exemptions for the petroleum industry from the applicability of certain sections of the Act respecting workers' protection and the working environment, inter alia, with respect to hours of work. Trade unions may enter agreements concerning hours of work beyond the limits of s. 41 subsection 5 of the Act respecting worker's environment etc.. Further, instead of rules otherwise applicable, the total (daily) working time, including overtime, must not exceed 16 hours, and the total annual overtime must not exceed 200 hours. At working places bound by wage agreements, special agreements with individual workers are permitted to extend the possible amount of annual overtime to 300 hours.

Regulates the respective functions and obligations of the supervisory authority, the Petroleum Directorate, employers and employees as well as other entities involved. Prescribes the information to be submitted to the Directorate and specifies the preventive measures that must be taken at work places. These measures include occupational safety planning, organization and training, medical examinations of personnel, safety equipment and clothes, emergency training as well as registration and documentation of incidents. Sets out specific requirements regarding the working environment, including requirements concerning space, living quarters and noise levels, as well as the organization of work. Prior to operations, a specific plan regarding the hours or work must be submitted. Implements previous legislation as well as a series of Community Directives on the same subjects pursuant to the EEA agreement.

Amends the Act respecting pension insurance for seamen by excluding from the application of the Act workers employed in hotels and restaurants on board ships. Amends sections 1-2 of the National Insurance Act relating to workers employed in hotels and restaurants on board ships and amends section 32 of the Seamen's Act by providing that the employer of workers not insured in Norway and employed on board a ship, registered in the Norwegian International Register, or employed by an employer with a ship, in foreign trade but registered in the ordinary ships' register, is obliged to guarantee benefits in case of occupational accident or injury.

The Act states that aviation in Norway can only take place in accordance with this law and regulations given on the basis of the Act. For aviation covered by the provisions of the EEA Agreement, the rules for completing and implementing the EEA Agreement in the area of ​​aviation in this Act shall prevail over the other provisions of the Act.

The Act also applies to aviation in connection with Norwegian petroleum activities on the Norwegian continental shelf and for aviation with Norwegian aircraft outside the Norwegian territory. The rules in Chapter X of the Act on carriage by aircraft also apply to aviation with foreign aircraft outside the Norwegian territory to the extent that this is in accordance with an agreement with a foreign state or otherwise by general principles of law.

The law provides for both civil and military aviation and other state aviation (ie non-military public aviation). The Aviation Act regulates both registration, nationality and labeling and on aircraft rights.

Furthermore, the Act contains provisions on air and environmental competence, manning, commander and service on board, landing places, ground and safety service and commercial aviation. Provisions are also made for air traffic, aircraft transport, liability and insurance for damage and loss of third parties. The Act also provides rules for notification, reporting and investigations of aviation accidents and incidents.

The Civil Aviation Authority manages and develops the regulations for Norwegian civil aviation.

The Aviation Act supersedes the previous 1960 Act.
