Governs primary and lower and higher secondary education in public schools and training establishments, as well as private primary and lower secondary schools that do not recieve state support, and private tuition at home and lower secondary levels. Also regulates adult education for which municipality or county authority is responsible. Comrises 16 parts. Part 1 regulates scope of act. Part 2 provides for primary and lower secondary schools; Part 3 for upper secondary schools. Part 4 makes provision for apprenticeship training in enterprises; Part 4a for education and training for adults. Part 5 deals with special education for children, young people and adults. Part 6 makes provision for Sami tuition, Part 7 for transport and lodgings, Part 8 for organisation of teaching, and Part 9 for school management, functions, equipment and educational resources. Part 10 deals with school staff, Part 11 with school bodies, and Part 12 with bodies associated with apprenticeship training. Part 13 regulates responsibility of municipality, county authority and State, Part 14 supervision and control, and Part 15 duty to provide information. Part 16 contains transitional provisions.
