Repeals article 13 (3). p.3 whereas the present p.4 becomes p.3; introduces a new p.3 to article 13 (4) ss.1 (Gender Equality Act article 4 (3)); amends article 13 (4) ss.2 p. 2 (information about the applicant's marital status) the Working Environment Act (No. 62 of 2005).

Amends article 2 (1) (application of the Act), article 3 (2) p.1 (regulations concerning leave due to pregnancy or childbirth), introduces a new p.2 to article 3 (2) (questions about pregnancy, adoption or family in the hiring process is considered discrimination) and a new (5) to article 3 (gender discrimination in religious communities) whereas the present article 3 (5-7) becomes new (6-8); introduces a new (3) to article 4 (prohibition against questions concerning pregnancy, adoption or family planning during hiring process) whereas the present article 4 (3) becomes a new (4) in the Gender Equality Act (No. 45 of 1978).

Amends article 1 (2) (Working Environment Act, No. 62 of 2005) and article 3 (1) p.1 and p.2 (responsibility of the Ombudsman) in the the Anti-Discrimination Ombudsman Act (No. 40 of 2005).

Amends article 9 (2) (definition of universal design for public access) in the Anti-Discrimination and Accessibility Act (No. 42 of 2008).

Introduces 19 articles to protect disabled persons from discrimination:

Article 1-2: Purpose and scope.
Article 3: Obligation to report and to be activated.
Article 4-5: Discrimination ban and affirmative action.
Article 6-8: Bans on harassment and retaliation.
Article 9-12: Regulation and accommodation of buildings, infrastructure, ICT etc to suit the needs of the disabled.
Article 13: Burden of proof.
Article 14: Employers duty to disclose information in labour contract cases
Article 15: The right of organisations to to represent parties in a labour dispute.
Article 16-17: Enforcement, claims and compensation.
Article 18-19: Entry into force and amendments to other acts.

Also amends the following Acts:
- Act (No. 107 of 1992) on municipalities and counties (kommuneloven).
- Act (No. 31 of 1997) on owner units (eierseksjonsloven).
- Act (No. 56 of 1998) relating to annual accounts (regnskapsloven).
- Act (No. 17 of 1999) relating to rental agreements (husleieloven).
- Act (No. 38 of 2003) relating to Cooperative Housing Associations (bustadbyggjelagslova).
- Act (No. 39 of 2003) relating to Housing Cooperatives (burettslagslova).

Provisions (No. 110 of 1996) respecting gender participation in governmental councils, administrations, delegations etc. - implementation and reporting methods.

Prescribes a minimum of 40 percent representation of each gender in all public committees composed of at least four members. In committees with two or three members both genders must be represented. These prescriptions also apply to replacements. Subject to a decision by the Ministry of Children and Family, exceptions are allowed in situations when it appears manifestly unreasonable to maintain these requirements. Gender-representation in existing organs is to be examined by the said Ministry. Repeals provisions No. 1769 of 1983-07-22 on the same subject.
