    Provides for prevention of abuse of prison labour. Sets forth prohibition of outside labour for prisoners. Also calls for renewed efforts to re-activate workshops and establish new ones, so as to keep inmates busy and enable them to aquire new skills.

    Provides for the establishment of investigation committees and special tribunals in the case of civil disturbance. Such tribunals may charge persons with offenses under the criminal code, including management of and membership in an unlawful society.
