    Part I sets forth academic and professional qualifications for being admitted as a legal practitioner. Section 8 establishes a Board for Legal Education with the purpose of regulating legal studies. Part II outlines privileges and offences by legal practitioners. Part III relates to legal practitioners' books of accounts. Disiplinary measures such as removal from the Roll, as well as definitions of unworthy or dishonourable conduct are outlined in Part IV. Part V establishes a Law Society of Namibia with the purpose of representing the interests of legal practitioners, including matters related to social security. A Legal Practitioners' Fidelity Fund is established in Part VI to reimburse persons who are victims of theft or fraud committed by legal practitioners.

    Provides for the establishment of export processing zones for the purpose of encouraging the manufacture of export goods. Section 25 provides for a reimbursement of 75 per cent of expenditures incurred by a company in a zone for the training of Namibian citizens. Section 8 suspends the application of the provisions of the Labour Act, 1992 in export processing zones. Labour regulations for export processing zones shall be made separately.

    Regulates the training of apprentices and vocational trainees. Provides for the establishment of a Vocational Training Board and trade advisory committees. The powers, duties and functions of the Board shall be, inter alia, to advise the Minister generally or in respect of any particular case, in relation to (i) matters arising from or in connection with the application of the Act and (ii) any matter connected with or affecting vocational training; to establish minimum standards of vocational training; to co-ordinate, encourage, facilitate and promote vocational training activities by private or public institutions in respect of agriculture, industry and commerce at all levels of vocational qualifications; and to assess vocational training needs and undertake research and conduct investigations relating to vocational training and the design, planning and adaptation of training schemes. Provides for the establishment of a National Trade Testing and Certification Centre for testing and certification of apprentices, and for the registration of vocational training centres.
