Deals with mergers and take-overs, incentives to planters and millers, modernisation and agricultural diversification reserve, and lease of land to metayers. Part IV provides for conditions of employment and incentives to workers. Also provides for voluntary retirement scheme. Finally, Part V makes provision for land conversion.
