Adds new sections 12A (Multilateral Environmental Agreements Coordinating Committee), 28A (EIA/PER Monitoring Committee), 34A (other threat to the environment) and repeals and replaces sections 41 (standards for noise), 89 (eyesores) and 96 (regulations).

Part 6 sets forth national environmental standards. Part 7 provides for coastal and maritime zone management. Part 8 establishes environmental appeal tribunal. Part 9 makes provision for national environment fund. Part 10 deals with environment protection fee. Part 11 regulates enforcement. Parts 12 and 13 contain final provisions. Repeals Environment Protection Act 1991.
