Applies to Mongolian workers working abroad and foreign workers working in Mongolia. Consists of 3 chapters and 13 articles. Chapter 1 defines objective of law, and relevance to other labour laws and regulations. Also imposes restrictions on transfer of workers abroad. Chapter 2 regulates authority of Ministry of Welfare and Labour in relation to sending of Mongolian workers abroad and reception of foreign workers in Mongolia.
