Sets out the principles of formation and implementation of the development policy of non-governmental organizations, the conditions of cooperation between state and municipal institutions and agencies and non-governmental organizations, as well as other conditions for non-governmental organizations¿ activities which promote their development.
Article 1 of the Law specifically provides that it shall not regulate the establishment, governance, reorganization, restructuring and liquidation of non-governmental organizations.

Amends article 78(2) providing for cases where strikes shall be prohibited.
2. Strikes are prohibited in natural disaster areas, as well as regions published in accordance with mobilization, war or state of emergency orders and are to remain prohibited until the order for the natural disaster, declared war, demobilization or state of emergency is revoked.

Provides that all enterprises employing 20 or more workers, or upon the request of workers, must establish a workplace committee. In enterprises with less than 20 workers, they may elect a staff representative. Committees are comprised of 3 to 15 worker elected representatives. They benefit from 60 hours a year of remunerated work time to accomplish their mandate.

Trade unions are free, independent and autonomous organizations which represent and defend the occupational, economic and social interests of their members. Their activities are governed by the Constitution, the laws of the Republic, ILO Conventions and their own rules. The activities of a trade union can only be suspended under procedures provided for under its rules or by judicial decision. Trade unions have the right to take legislative initiatives.
