    Requires masters of passenger ships to report any incidence of fire within 12 hours of the occurence of the fire.

    Requests owners of cargo and passenger ships to put into force amendments to SOLAS 1974. Inter alia, requires shipowners to install water leakage detection systems, a two-way radio telephone apparatus, and to maintain specified numbers of liferafts and immersion suits.

    Requires shipowners to present their vessels for initial and annual inspections in a timely manner. Nautical inspectors have powers to inspect all ship records, emergency devices and safety conditions.
