    Provides guidelines relating to the certification of crew members. Inter alia, sets forth which functions certain classes of officers may perform and establishes penalties for misrepresentation or fraud in relation to skill certification. Also sets forth requirements for officer licenses, including service experience, physical examinations and fire fighting training.
