It covers, on the side of the unions, the confederations and federations that have signed this MoU, and their current and future affiliates at the enterprise level. The texts specify that the Parties agree to adhere to national law and that both parities support Collective Bargaining Agreements as a means to protecting rights and conditions of work for both parties.

    Provides for establishment of permanent committee named "The Committee of arrangement of disputes relating to the civil service". Mission of Committe is to settle disputes that concern civil service management, such as monitoring training commitments, permanent employment, promotion, disciplinary sanctions against civil servants, transfer and payments.
