    This Agreement shall enter into force on the thirtieth day after the date on which the Parties exchange diplomatic notes informing each other that their respective internal procedures necessary for entry into force of this Agreement have been completed.

    In accordance with relevant provisions of the Occupational Safety and Health Law of 1972 and its Implementation Order, rules are set to prevent injuries caused by asbestos. Detailed rules comprising nine chapters, 49 articles, 15 supplementary articles and tables provide for the employers' duties in administrating workplaces dealing with asbestos.

    The purpose of the Guidelines is to promote the prevention of industrial accidents caused by chemical substances as well as to deepen the understanding of employers, workers and others concerned by stipulating the content of labelling regarding the dangerous and toxic nature of chemical substances. Those transferring or providing such substances must provide a safety datasheet and appropriate labelling.
