    The Law applies to both the public and private sector and obliges large-scale companies with 301 or more employees, to establish quantitative targets to promote women's career activities. The Government has an obligation to draft and adopt a policy on the development of women's careers.

    The first part ensures employment opportunities for workers by: banning firms from placing age limits when recruiting and hiring employees; conducting practical vocational training programmes; and making it obligatory for firms to report the situation concerning employment of foreign workers. The latter revision provides for measures to promote employment in regions where the unemployment situation is particularly severe.

    Amends a part of Law No.113 of 1972 on Equal Opportunity in Employment for Men and Women Workers, thereby giving a stronger protection against discrimination on the ground of sex and also modifies a few provisions of Law No.49 on Labour Standards, 1947.
    Inter alia, prohibits indirect discrimination as well as disadvantageous treatment on the grounds of pregnancy, childbirth, etc. Provides for mesures against sexual harassment and makes provision as regards underground work by women.

    Amends the Childcare and Family Care Leave Law of 1991 so as to cover a wider range of workers with family responsibilities, in particular workers with a fixed-term contract. Further extends the leave period, under certain conditions, to cover the period until the child attains the age of one and a half years. Also eases the restriction on the number of leaves taken under the Law and establishes a new leave scheme that allows workers to care for sick children.

    Law on the Special Measures for the Occupational Support of Mothers of Fatherless Families (Law No. 126 of 2003).

    The purpose of this law is to promote gender equality by setting forth basic ideas of policies and responsibilities of the central and local governments. The basic ideas for creating a gender equal society are: 1) respect of the rights of men and women, 2) taking into account systems or customs of society, 3) participation of men and women in policy decision-making processes, 4) harmonization of activities at home with other activities, 5) international cooperation. Under this Law, the government has the responsibility to take legislative and financial measures to implement the policies regarding creation of a gender-equal society. It should also submit an annual report to the Diet on such measures. The central and local governments should also draw up basic plans to create a gender equal society in order to promote such policies. Unofficial English translation available.

    Amends the Act Respecting the Improvement of the Welfare of Women Workers, including the Guarantee of Equal Opportunity and Treatment between Men and Women in Employment [Act No. 113 of 1972]. The amended text prohibits discrimination against female workers by employers in recruitment, assignment and promotion; sets forth the proper manner in which to address female workers; and establishes the Government's responsibility to provide assistance to employers taking positive measures to enhance female workers' abilities. Amends the Labour Standards Act [Act No. 49 of 1947] by abolishing the restrictions regarding overtime work and nightwork by female workers, and improving measures to protect family responsibilities and maternity.

    Raises the maximum number of weekly hours of overtime for women, for work which is not considered heavy, from six to nine hours. However, the yearly limit remains 150 hours. Does not apply to managers or employees in such professions as law, medicine, journalism, engineering, etc.).

    Guidelines are established pursuant to Article 6, paragraph 1 of the Law respecting the Improvement of the Welfare of Women Workers, including the Guarantee of Equal Opportunity and Treatment between Men and Women in Employment (Law No. 113 of 1972). Sets out basic measures to be taken to improve the welfare of women workers, and promotes understanding of the Law. Provides for the smooth enforcement of the Child Care Leave Act (Act No. 76 of 1991).

    Under this new Act, both male and female employees are eligible for leave to look after a child in its first year. Employees applying for and taking child-care leave are protected against dismissal, and their employers are required to take such measures as will enable them to resume their employment smoothly at the end of their leave entitlement, with Government assistance if necessary. Alternatively, employers should grant facilities, such as reduced hours of work, to eligible employees who do not choose to take child-care leave. The Ministry of Labour will be issuing more specific guidelines to be applied by employers in such cases. The Act does not apply to Government employees, whose status in regard to child-care leave is to be regulated by the appropriate ministries.

    This Ordinance concerns, inter alia, more flexible overtime restrictions (with exceptions), jobs which are not harmful to the health and welfare of women, various aspects of night work by women, underground work in cases of temporary necessity, scope of restrictions on employment for expectant or nursing mothers, and investigators of the Women's and Young Workers' Bureau. Subject to exceptions, women in non-manufacturing enterprises may not work overtime more than 24 hours per four weeks or 150 hours per year. It was issued under various sections of the Labour Standards Law (LS 1947 - Jap. 3).

    Law amending the Law concerning Remuneration, Working Hours and Leave of National Public Employees in the Regular Service [Law No. 95 of 1950]. No. 97.

    Raises basic salaries, family allowances and various other allowances. Increases pay grades in order to take into account the degree of compleity and specialisation of jobs. For example, in the case of the Administration Service (I) Salary schedule, an 8 grade system is changed into an 11 grade system. Another Salary Schedule, entitled "Professional Administrative Service", is established for air traffic control officers etc. who perform work that requires professional knowledge and technique. Contains miscellaneous amendments concerning leaves of absence, which were formerly not provided for by law.
