    The amended Law provides for the obligation of municipal authorities or the head of a local welfare office to "take necessary measures", instead of "seek", to confirm the victim's safety. In addition, the governor of a prefecture is empowered to summon the guardian with his/her child in suspected cases of abuse and neglect as well as to conduct on-site inspections if the guardian does not comply with the summons. If the on-site inspection is refused, the officers of a child guidance center may forcefully enter the home, in order to confirm and ensure the child's safety, with the permission from the judge of the family court or the summary court.
    In case the guardian does not comply with official recommendations, the child may be taken into temporary protective custody if necessary. The amended Law also provides for restrictions on visit to and correspondence with the child under protective custody in an institution; the governor may issue a no contact order to the guardian in order to keep him/her away from the child.

    Provides vocational guidance in addition to the guidance on day care, provided for under Article 6 bis of the Child Welfare Law of 1947. Obliges local governments to set up Child Consultation Offices and provides details on the operation of such offices.

    Prohibits child abuse (art. 3). Sets out the responsibilities of central and local government agencies in preventing child abuse and protecting children (art. 4). Also sets out the procedures for detecting child abuse, notifying the authorities, investigating and following-up.

    Prohibits and sets forth punishments for child prostitution, facilitating child prostitution, iducement to child prostitution, production, import, and distribution of child pornography, and trafficking of children. Such prohibited acts, if committed outside of Japan, shall be subject to s. 3 of the Penal Code (No. 45 of 1908). Provides for the protection of the dignity of children during investigations into acts falling under the law, and requires the national government and local governments to provide education regarding the rights of children. Also provides for care and protection of victims of child prostitution and pornography and international cooperation aimed at preventing and researching relevant crimes.

    Ordinance of the Ministry of Labour (No. 10) amending the Ordinance (No. 12 of 1947) respecting enforcement of the Employment Security Law (Law No. 141 of 1947)
