    These Instructions, consisting of 5 articles, aim at protecting the urban environment with a proper management of wastes, such as solid materials, recyclable and non-recyclable derived from domestic, commercial and professional activities, from the cleaning of streets, gardens, farms and public places, and construction waste.The Ministry of Municipalities and Public Works and the Municipality of Baghdad are responsible for collecting and transporting waste materials in places for the treatment and disposal; for creating the necessary supplies and equipment; for identifying appropriate locations and the development of containers to throw municipal waste; for distributing of special bags for waste producers; and for identifying waste collection dates. The aforementioned Ministry and Municipality have to decide also how to treat the reusable materials and dispose of others through landfills. Special provisions are established for waste weighing more than 50 kilograms and for farms owners and investors in farming.

    Article 3 amended as follows: "The provisions of this Law are valid on the police officer in the internal security forces and civil employee appointed to the staff of the Ministry of Interior, taking into account the civilian character of its functions in accordance with the provisions of the Civil Service Act No. 24 of 1960 and its amendments".

    Article 49 (B)(1)amended as follows: "The pension is calculated according to the provisions of Paragraph A (1) of this article in average of 100% of the last salary received by his peers".

    Article 49 (B)(2)amended as follows: "The pension is calculated according to the provisions of Paragraph A (1) of this article in average 50% of the last salary received by his peers".

    Article 55 (1)(A) amended as follows: "The martyr pension calculated on the basis of last total salary received by his peers".

    Paragraph (2) shall be added to Article 65 provides as follows:"Established under this law association concerned with the welfare the martyrs families, the wounded , disabled and the contractors and issued their own identity and documented their statistics and all the supplies that
    look necessary to provide this social service, and have an independent budget and the work and structure of instructions regulates by the Minister".

    Paragraph (3) added to Article 66 states as follows: "The provisions of clauses (I-II) of this Article, the civil employee appointed in the staff of the Ministry of the Interior".

    Paragraph (3) added to Article 68 provides as follows: "provisions of the first and second clauses of this article applicable on the civil employee appointed on the permanent staffing of the Ministry of the Interior".

    Paragraph (3) added to Article 69 shall be as follows: "The provisions of this article on the civil employee appointed on the permanent staffing of the Ministry of the Interior".

    A new paragraph added to Article 79 shall be sequence (III) and states as follows: "The provisions of this article on the civil employee appointed on the permanent staffing of the Ministry of the Interior".

    This Law aims to provide protection for Iraqi Journalists working in the Republic of Iraq and securing their rights.

    Survivors of Journalists (other than employees) who die while on or because of duty due to a terrorist act, shall be granted a monthly pension payment of 750,000 (IQD).

    Journalist (other than employees), who gets injured due to a terrorist act while on or because of their duties and who are disabled by 50% or more shall be granted a monthly pension payment of 500,000 (IQD).

    Journalist (other than employees), who gets injured due to a terrorist act while on or because of duty and and who are disabled by 30% or more shall be granted a monthly pension payment of 250,000 (IQD).

    Aforementioned Paragraphs shall be applied to death and injuries that occured after 9 April 2003.

    The State shall provide free treatment to any journalists injured due to a terrorist act while on or because of their duties.

    This Law aims to improve and to protect the environment by handling the damages, protecting the public health and the natural resources. The Law establishes a Council for the protection and improvement of the environment referring to the Ministry of Environment and cooperating with other Ministries. It also defines its duties and responsibilities. Smaller Councils will be established in the different provinces of the country.
    The Law sets forth provisions for the protection of the environment. The regions responsible for environmental pollution have to use clean technologies and set up a suitable environmental policy. The use of sensors for pollution monitoring and control is recommended as well as the renewable energy technologies. An environmental impact assessment shall be done for any new project held in the country.
    The Law concerns also the protection of water from pollution. It regulates the discharge of effluents whether they are of domestic, industrial or agricultural origin.
    This Law covers as well the following subjects: regulation of air pollution and noise reduction; earth protection; biodiversity protection; management of hazardous waste; protection of the environment from pollution resulting from exploration and extraction of oil wealth and natural gas; establishment of an environmental protection fund; rewards; compensation for damages; and penal provisions.

    The Law repeals the Law No. 3 of 1997 on the protection and improvement of the environment.
