    Amends Safety, Health and Welfare at Work (Construction) Regulations 2001 by substituting revised Ninth Schedule relating to "FAS Construction Skills Certification Scheme". Allows all new starters in a range of specified tasks in the construction industry have the facility to gain experience on site before they undergo necessary FAS Construction Skills Certification training programmes. Also provides for restructuring of relevant training programmes.

    Replaces Safety, Health and Welfare at Work (Construction) Regulations, 1995 to give further effect to EEC Council Directive 92/57/EEC on minimum safety and health requirements at temporary or mobile construction sites. Contains new provisions for mandatory safety training and safety representation, and provides for more effective arrangements in ensuring availability of adequate welfare facilities. Prescribes main requirements for protection of safety, health and welfare of persons working on construction sites. Applies to all construction projects as well as to maintenance of buildings. Places obligations on clients and designers to ensure health and safety is taken into account before construction work begins. Contractors shall ensure that work on site is properly coordinated and carried out in a safe manner.

    Social Welfare (Maintenance of Records) Regulations, 1994 (S.I. No. 24 of 1994)

    Obliges employers, contractors and sub-contractors in the construction industry to keep records of their employees and other people engaged by them under a contract for service. The relevant details must be recorded on the commencement of the employment and these records must be kept on the site where the person is employed.
