    An Act to enable, in certain situations, the making of assessments, without the need for legal proceedings to be brought in that behalf, of compensation for personal injuries (or both such injuries and property damage), in those situations to prohibit, in the interests of the common good, the bringing of legal proceedings unless any of the parties concerned decides not to accept the particular assessment or certain other circumstances apply, to provide for the enforcement of such an assessment, for those purposes to establish a Body to be known as the Personal Injuries Assessment Board and to define its functions and to provide for related matters.

Provides for increases in unemployment benefit, disability benefit, health and safety benefit, injury benefit, disablement gratuity, carer's benefit, retirement pension, invalidity pension, disablement pension, death benefit, old age (contributory) pension, widow's and widower's (contributory) pension, orphan's (contributory) allowance, and bereavement grant. Also makes provision for new weekly rates of family income supplement.

Also regulates powers of Voluntary Health Insurance Board.

    Relates to Special Savings Incentive Accounts introduced in the Finance Act 2001. Provides procedures whereby the managers of special savings incentive accounts register with the Revenue Commissioners in order to obtain tax credits from the Revenue Commissioners in relation to subscriptions made to the special savings incentive accounts managed by them. Also makes provision for procedures to correct errors made in monthly returns; the circumstances where a special savings incentive account is to be treated as ceasing; and the circumstances where a qualifying savings manager can refuse to take further subscriptions to a special savings incentive account. Finally, regulates the issue of guidance notes to assist qualifying savings managers to comply with their obligations in relation to the management of special savings incentive accounts.

    Amends the PAYE Regulations consequent on the moves to a tax credit system and the calendar tax year. Also provides for the granting of relief in respect of permanent health benefit contributions under a net pay arrangement similar to that which applies to occupational pension schemes.

    Relates to the scheme of tax relief at source for medical insurance premiums introduced in the Finance Act, 2001. Makes provision for procedure whereby medical insurers can recover from revenue amounts which have been deducted by persons paying medical insurance premiums which qualify for tax relief. Also provides for the making of annual information returns by medical insurers in relation to each person paying premiums to them as well as information relating to contracts of insurance. Finally, enables validity of any claim for repayment to be checked.
