    Provides for a Code of Practice on Voluntary Dispute Resolution where negotiating arrangements are not in place and where collective bargaining does not take place. In the first instance, the matter should be referred to the Labour Relations Commission. In the event that issues in dispute are not capable of early resolution by the Commission, an agreed cooling-off period shall be put in place. If issues remain unresolved after the cooling-off period, the Commission shall make a written report to the Labour Court on the situation, which shall issue recommendations on outstanding matters.

    The general objectives of this Act (LLD 1991/1, 1990-IRL 1) are to provide a better framework for collective bargaining and to create conditions conducive to employment-generating investment. In particular, the Act reforms trade dispute law (the Trade Disputes Act, 1906, as amended, is repealed), introduces pre-strike secret ballots, restricts the use of injunctions in trade disputes and provides for the rationalisation of the trade union movement. Furthermore, it establishes a new Labour Relations Commission responsible, inter alia, for providing conciliation and advisory services and drawing up codes of practice. Other provisions amend and improve procedures for the establishment and operation of joint labour committees and improve the effectiveness of enforcement of employment regulation orders and registered employment agreements. The Act amends the Industrial Relations Acts, 1946 to 1976 (see LS. 1946-Ire.1 and LS. 1969-Ire.1) and the Trade Union Acts, 1871 to 1982 (see LS. 1941-Ire.1).
