    Section 1 enables an Order in Council to be made to implement revisions of the international arrangements relating to compensation for oil pollution from ships. Section 2 allows for the implementation of Annex VI of the MARPOL Convention (Regulations for the Prevention of Air Pollution from Ships) by amending section 128(1) of the Merchant Shipping Act 1995 (c.21) (MSA 1995). Section 3 amends and clarifies section 178(1) of the MSA 1995 relating to the limitation period for claiming compensation from the International Fund for Compensation for Oil Pollution Damage.

    Gives effect to the Council Directive 94/33/EC on the protection of young people at work and in part to the Merchant Shipping (Minimum Standards) Convention, 1976 (No. 147). Defines young persons as those under 18 years but over the compulsory leaving age. The employer is to take appropriate measures to protect young persons at work including making an assessment of the risks to their health and safety. They are to inform young workers of hazards and ensure that they are not engaged in certain specified work.
