Provides that relevant matters under the Northern Ireland legislation have a corresponding effect in respect of the Child Support Act 1995 and the regulations made under it.

Amends the Social Security (Overlapping of Benefits) Regulations 1979 by providing that there shall be no adjustment of guardian's allowance in respect of any increase in the weekly rate of the child benefit for single parents.

    Amends the law relating to social security and to occupational and personal pension schemes; establishes and confers functions of a Pensions Ombudsman and a Registrar of Occupational and Personal Pension Schemes; makes provision for the payment of grants for the improvement of energy efficiency in certain dwellings; and for purposes connected therewith. Amends the Social Security Act 1975 by providing for an attendance allowance for the terminally ill, for an age-related addition to severe disablement allowance and for other matters connected with allowances, invalidity pensions, survivors' benefits, etc. Consequential amendments are made to the Social Security Pensions Act 1975, the Social Security Acts 1975 to 1989, the Industrial Injuries and Diseases (Old Cases) Act 1975 and various other acts.

Regulation 3 revokes Regulations 3 and 7 of the 1975 Regulations together with Regulation 13(4) of the Social Security (Child Benefit Consequential) Regulations 1977. These Regulations relate to maternity and death grants which were abolished under sections 38, 41 and 86 and Schedule 11 of the Social Security Act 1986.

    Subject to certain conditions, section 21 of the Judicial Pensions Act 1981 permits the payment of a children's pension under that Act to continue after the child reaches the age of 16 if the child is undergoing training for a trade, profession or vocation. This Order revokes the Superannuation (Children's Pensions) (Earnings Limit) Order 1988 and increases the limit on such emoluments.
