Inserts a new provision into the Summary Offences Ordinance, 1975, making it an offence to publish or use in a public place words which are threatening, abusive or insulting and which may as a result incite racial hatred.

    Part I defines racial discrimination and racial groups; racial groups are persons defined by colour, race, nationality and ethnicity. This includes persons belonging to the Irish Traveller community, but does not encompass religious or political affiliation. Part II covers discrimination in the employment field. Renders illegal discrimination based on race by employers, employment agencies, vocational training institutions, and trade unions. Exceptions are made for artistic productions and eating and drinking establishments seeking to provide a setting with "authenticity" (s. 8). Part III relates to discrimination in other fields, including education and housing. Part IV deals with other unlawful acts, including discrimination in advertisement; Part V relates to charities;, Part VI deals with exceptions to the Act arising from special needs of racial groups in regard to education, training and welfare. A Commission for Racial Equality for Northern Ireland is established in Part VII with the function of promoting racial equality and investigating reported violations. Part VIII covers enforcement of the Act and extends the jurisdiction of industrial tribunals to matters related to the Act.

    Section 75(5) of the Race Relations Act 1976 preserves validity of rules restricting employment by public bodies prescribed under that section to persons of particular birth, nationality, descent or residence, and enables such rules to be published, displayed or implemented and advertisements to be published stating the gist of such rules. These Regulations prescribe certain public bodies under section 75(5) and replace the Race Relations (Prescribed Public Bodies) Regulations 1994 which are revoked.

Repeals section 65(2) of the Sex Discrimination Act 1975, which provided that an award of compensation by an industrial tribunal under Part II of the Act could not exceed a specified sum. Sets out details on calculation of interest on awards. Made under the European Communities Act 1972.

    Provides that where section 8 of the said Act applies to special treatment for lone parents in the "Return to Work Programme" under which the National Council for One Parent Families is to provide training and other assistance to persons who wish to return to work, by virtue of section 8(2) neither the treatment nor its implementation is to be regarded for the purposes of the Sex Discrimination Act 1975 as giving rise to any discrimination falling within section 3 of the said Act (which deals with discrimination against married persons for the purposes of the provisions in Part II of the 1975 Act).

    Provides with respect to employment training that section 8 of the Employment Act 1989 shall apply to any special treatment afforded (a) by the making of any payment, in connection with the participation of a lone parent in employment training, to a person having the care of a child of that lone parent or (b) by the fixing of any special condition for the participation of lone parents in employment training. By virtue of section 8(2) of the Employment Act 1989, where the section applies to any special treatment afforded to or in respect of lone parents, neither the treatment so afforded nor any act done in the implementation of such treatment shall be regarded for the purposes of the Sex Discrimination Act 1975 (LS 1975 - UK 1) as giving rise to any discrimination falling within section 3 of that Act (discrimination against married persons for the purposes of Part II of that Act).

    Amends the Sex Discrimination Act 1975 in pursuance to Council Directive 76/207/EEC on the implementation of the principle of equal treatment for men and women as regards access to employment, vocational training and promotion, and working conditions, repeals or amends prohibitions or requirements relating to the employment of young persons and other categories of employees, and makes certain amendments in respect of industrial training boards and other related matters.

    Amends the Employment Ordinance by, inter alia, inserting Part VA entitled "Sex Discrimination". Section 52A(1) provides that, for the purposes of certain provisions of the Ordinance," the principle of equal treatment means that there shall be no discrimination whatsovever on grounds of sex either directly or indirectly by reference in particular to marital or family status." Section 52B(1) provides: "Application of the principle of equal treatment means that there shall be no discrimination whatsoever on grounds of sex in the conditions, including selection criteria, for access to all jobs or posts, whatever the sector or branch or activity, and to all levels of the occupational hierarchy." Section 52C provides for the application of the principle of equal pay for equal value, and by, s. 52D, laws, regulations and administrative provisions contrary to the principle of equal treatment or the principle of equal pay, cease to have effect. Section 52E provides for the competence of the Industrial Tribunal to consider complaints and to provide remedies.

Amends the Fair Employment (Northern Ireland) Act 1976 and makes further provision with respect to the promotion of equality of opportunity in employment and occupations in Northern Ireland between persons of different religious beliefs.

    Amends the Sex Discrimination (Northern Ireland) Order 1976 to repeal certain exemptions and to provide for common age limits in unfair dismissal cases. Removes certain restrictions on working hours and conditions for women in factories, mines and quarries. Also, inter alia, provides for the issue of codes of practice on the elimination of discrimination and the promotion of equality between men and women in the field of employment.
