    Amends sectsion 3, 4, 5, 8, 10, 11, 12, 13, 16, 39, 40, 50, 56, 57, 69, 70 and 72 of the Proceeds of Crime Act 1997; repeals sections 48, 61, 62 and 63; Inserts new Divisions 2A and 2B and 4 in Part II and adds a new Part VA.

    The amendments are to, inter alia, regulate proceeds from terrorist groups.

    Makes provision for a number of fundamental rights and freedoms. These include right to life, right to personal liberty, freedom from servitude and forced labour, freedom from cruel or degrading treatment, freedom from unreasonable searches and seizures, rights in the event of arrest, detention and charge with offence, freedom of expression, freedom of assembly, freedom of association, right to form and join trade unions and to bargain collectively, freedom of movement, freedom of religion and belief, right to secret ballot, right to privacy, right to equality before the law, right to basic education, and protection against compulsory acquisition of property. Amends Human Rights Act 1999.

This plan shall be submitted to the Public Enterprise Minister.

Protections include: right to life; personal liberty; protection of freedoms of expression (s. 11), assembly and association (s. 12); and protections from slavery and forced labour (s. 5), inhuman treatment (s. 6) and discrimination (s. 14), inter alia. Repeals provisions of the Fundamental Freedoms Decree (No. 12) and the Fundamental Freedoms (Amendment) (No. 1) Decree (No. 13), to the extent that they are inconsistent with this Decree. Deemed to have entered into force on 5 Dec. 1987.

    Provides for the establishment of two administrative bodies: the Great Council of Chiefs with the function of restoring traditional culture, and the Fijian Affairs Board. Also stipulates that each province maintain a Provincial Council with the purpose of creating by-laws on health and welfare. Furthermore establishes "Provincial Courts" in each province which shall have jurisdiction over civil and criminal law.
