    Provides that any shop in any area throughout Fiji may operate for up to 24 hours within a day, including public holidays. Employees conditions of work are regulated by the Employment Relations Promulgation 2007 and the Health and Safety at Work Act 1996. The Act repeals the Shop (Regulation of Hours and Employment) Act (Cap. 100) and all the subsidiary laws made under it.

    Establishes a Capital Markets Development Authority which shall, inter alia, grant licenses and establish a code of conduct for brokers, dealers, and investment advisors. The Authority shall also have the power to investigate practices in contravention of the Act such as insider trading and fraudulent inducement to invest.

    Amends section 6 of the Parliamentary Retirement Allowances Decree, 1989 to provide for cases where persons shall be deemed not to have ceased to hold a qualifying office for the purposes of the allowance payable.

    Sugar Industry (Special Protection) (Amendment) (No.3) Decree 1991. No. 18.

    Under this Decree, any person "who does any act or makes any omission which hinders or is calculated to hinder" orderly planting, growing, harvesting, transport or processing of sugar cane is liable to fine or to imprisonment for a term of 14 years. A similar fate awaits anyone who "counsels, invites or encourages" a person to do so (seven years). If the offender is a trade union all its officials and officers will be liable to the prescribed penalties. However, the President suspended this Decree on 12 July 1991 in return for a promise by the Fiji Trade Union Congress to lift the sugar cane harvest boycott and revoke a national strike scheduled for 16 July.

    Governs the classification, grading and salaries of public servants. Establishes guidelines for the creation of occupational classes and salary scales. Provides for the review of classifications and grading by levels. Regulates merit increases in salary.

    Governs personal grievance procedures for civil servants. Establishes the specific procedures for dealing with personal grievances. Makes explicit which grievances are excluded from the procedures. These include inter alia, grievances concerning appointments, promotions, sideway transfers, extensions or terminations of probationary appointments.

    Governs employment in the public service. Part One establishes preliminary information. Part Two regulates appointments, promotions and transfers. Establishes procedures and principles of selection once a vacancy occurs. Sets procedures for different types of appointments. Establishes principles and procedures for promotions. Regulates procedures for transfers. Part Three regulates the termination of appointments and retirement. Establishes the reasons for which an appointment may be terminated. These include disciplinary reasons, retirement, medical reasons or any other reason specified by the Public Service Commission. Establishes the retirement age at fifty-five years and the grounds for retirement. Part Four governs conduct. Establishes principles of general conduct, absence without leave and provides for disciplinary and legal proceedings. Part Five regulates discipline. Establishes disciplinary offences. Provides for disciplinary hearings and for proceedings regarding major and minor offences. Sets penalties for offences. Governs penalties for offences committed by Permanent Secretaries of ministries or departments. Part Six sets miscellaneous provisions. Provides for the protection of Public Service Commission members and for oaths of office.

    According to s. 3(2) of this Order an employer shall not pay or provide remuneration to an employee for any work done at any time after June 30, 1988 at a rate which is more that 6% higher than the rate of remuneration last paid or provided by the employer for the same kind of work done before July 1, 1988, subject to certain exceptions.

    Governs collective bargaining with respect to public employees. Establishes the rights of employers and employees to form respective organizations and to participate in the lawful activities of those organizations. Legilates that employers are not to discriminate against employees on the basis of their participation in an employee's organization. Preserves an employer's right to suspend, transfer, lay-off, discharge or discipline an employee. Governs the certification of bargaining agents. Regulates application procedures and establishes the conditions which make an organization certifiable or not. Governs recognition of bargaining units. Establishes special recognition procedures for employees in essential services. Provides for the recognition or termination of the rights of a bargaining agent. Regulates bargaining procedures. Provides for notices of collective bargaining and the effect of such notices. Governs the renewal and revision of collective agreements. Establishes conciliation procedures. Provides for the appointment of conciliation officers and for the establishment of conciliation boards. Governs the appointment of conciliation board members. Establishes board duties and procedures. Governs board hearings and quorum. Establishes the concequences of board decisions. Places limitations on strikes and lockouts. Sets the conditions precedent to strike action. These include the prohibition of voting on strikes until fourteen days after the reception of the concilation board report. Obliges employee organizations to inform the Ministry of labour of decisions to strike and allows strikes only seven days after notice is given to the ministry. Prohibits strikes in essential services. Lockouts are only allowed under the same conditions as are strikes. Governs adjudication. Governs the appointment of adjudication board members and the term period of such members. Regulates the matters to be considered by adjudication boards and the effect of board decisions. Governs collective agreements. Sets the term for, effectiveness of collective agreements. Governs the amendment of collective agreements. Establishes miscellaneous provisions. Grants the Lieutenant-Governor with the power to make regulations for the purposes of carrying out the act. Makes offences explicit and sets penalties for such offences. Excludes certain employees from the act.
