    Consists of 11 Chapters and 106 Articles. Chapter 3 contains provisions on fundamental rights and freedoms. These include: the prohibition of pardons for persons accused of crimes against humanity (Art. 28); the right to freedom of opinion and assembly (Art. 29 and 30); the rights of women to remedial and affirmative measures designed to promote their well-being, including maternity leave with full pay (Art. 35); the rights of nationalities and peoples, including the right to secession (Art. 39); and labour rights, including the right to strike. Chapter 6 establishes two Federal Councils: the Council of Peoples' Representatives and the Federal Council. Chapters 7 and 8 set forth provisions relating to the powers of the President and the Prime Minister. Chapter 9 outlines the responsibilities of the judiciary, including the Supreme Court and the Judicial Administration Commission.

    The Proclamation assures individuals and groups the right to public political meetings and peaceful demonstration subject to certain conditions. Written notice must be given to the proper authorities forty-eight hours in advance of such activities; such written notice must contain specified particulars relating to the nature, time, number of expected participants, purpose and location of such demonstrations or meeting. Further no such demonstrations may take place within 100 metres of specified buildings, such as embassies, churches or mosques, and marketplaces

    The Charter of the Transitional Government proclaims the protection of human rights "without any limitation whatsoever" and the right of self-determination for all peoples and nationalities. The Charter also provides for the structure and composition of the Transitional Government and sets forth the transitional programme, which includes the instruction to the Council of Representatives for the creation of a Constitutional Commission and a provision for the election of a National Assembly based on a new Constitution.
