Adds a new article 39a to Law No. 64(I)/1993: any person or his dependants beneficiating at the same time from a social pension according to Law 25(I)/1995 and from a lump sum, does not receive this lump sum paied up to the Treasury of the Republic. Also modifies, inter alia, article 59: the increase paied up to a dependant on the basis of old age, incapacity, widowing, invalidity or benefit of oblivion terminates on the date when the dependant is entitled to a social pension. Under given conditions, the above-mentioned persons is also entitled to maternity, sickness, unemployment or injure benefit.

Amending article 29: in the event of employer's conviction for non payment of contributions to the Treasury of Care, the employer is obliged to pay to the Treasury the amount neglected.

Provides for the requirements allowing to a social pension: age of 68 years old completed; legal residence in Cyprus (20 years completed after applicant's 40th birthday or 35 years after 18th birthday); no right for any other pension or any other similar revenue from any source. Monthly payment of the social pension amounts to 70 percent of the basic pension for old age without dependants. In December, an increase of 1/12 of the total amount for the completed year is paied up to the beneficiary. Prior condition is the beneficiary's application in the 3 months starting from the right's acquisition date.

Dans la partie B, fixe notamment les conditions d'ouverture du droit aux pensions de retraite et de vieillesse, le montant des prestations. Inter alia, amending article 7A of Law No. 33(I)/1992: a public servant having worked for a public law organization without a pensions plan, while retiring or intending to retire from the public service, has the right to apply for a pension benefit for the total of his service in the organization and in the public service. The amount received must not exceed the pension benefit of 10 years of service or the benefit he would receive as a pension while retiring because of his age. The Commitee of the Public Service can allow a public servant, policeman (superior to a sergeant) or military officer to be discharged 5 years before the age limit or any time later than this. For a woman public servant, policewoman or officer in the Army, the above-mentioned authority can give the permission to be released from duties in the event of already happened mariage, procreation or adoption of a child not older than 6 years. The relevant minister can give permission for a policeman or a sergeant to be discharged after its 50th birthday or at any time later than this.

The provisions of this framework Convention shall be applied to every person belonging to a national minority and who has the right to choose to be or not to be treated as such. The parties undertake to guarantee the right of equality before the law and of equal protection of the law. In this respect any discrimination based on belonging to a national minority shall be prohibited. The parties shall adopt adequate measures in order to promote, in all areas of economic, social, political and cultural life, full and effective equality between persons belonging to a national minority and those belonging to the majority. This act amends certain provisions of the Basic Act on Retirement Pensions (Related Acts Nos. 9/1967, 51/68, 119/68, 9/71, 65/73, 42/76, 38/79, 2/81, 39/81, 25/84, 2/86, 47/87) to provide for early retirement and revise the provisions relating to survivors' benefits (percentage of widow's pension to be 75% or 37.5% according to years of work and number and age of children). Minor amendments concern specific categories of workers such as employees of the Department of Tourism and nurses. Similar amendments are introduced for the retirement pension of teachers.

Section 63 stipulates that the right to join trade unions and any related rights shall be guaranteed for all public servants. Moreover section 71, concerning civil rights, stipulates that every public officer has the right to express political opinions and convictions, but not in his or her capacity as a public servant.
