It also adds new article 4 on the temporary introduction of special provisions regulating the filling of vacancies to be exempted from the suspension of filling.

    Article 2 provides for the definition of the following terms: "financially disadvantaged persons", "Special Fund", "Committee", "Minister", "Institution". Article 3 regulates the establishment of the Institution. Article 4 settles the resources of the Institution. Article 5 stipulates that the purpose of the establishment and function of the Institution is to provide financial support to financially disadvantaged persons. Article 6 provides for the establishment and article 7 for the function of an Administration Committee. Article 8 regulates the economic statements and Article 9 the inspection over the Institution. Article 10 regulates the winding up of the Institution. Article 11 sets the date of entry into force of the present Law.

    In view of harmonizing national legislation with article 19 of the European Parliament and Council Directive 2006/54/EC of 5 July 2006, on the implementation of the principle of equal opportunities and equal treatment of men and women in matters of employment and occupation (recast), the present Law amends article 10 of the Laws N 133(I) of 2002 and 40(I) of 2009 on Equal Treatment for Men and Women with regard to Occupational Pension Plans, by adding new phrase 4, on the burden of proof with regard to an alleged breach of the provisions of the present Law.

    Amends the Law N 208(I) of 2012 on the Establishment, Activities and Supervision of Funds for Occupational Retirement Provision, for the purposes of exercising the discretionary power granted from the 1st phrase of article 4 of the European Parliament and Council Directive 2003/41/EC of 3 June 2003, on the activities and supervision of institutions for occupational retirement provision, as recently amended by the European Parliament and Council Directive 2013/14/EU of 21 May 2013.
    It specifically repeals 4th phrase of article 3 and 2nd phrase of article 16 of the Law.

    Introduces interim provisions related to the Laws N 6(I) and 73(I) of 1998, 52(I) of 2001, 97(I) of 2006 and 106(I) of 2008 on the Evaluation of Candidates for Appointment in the Public Service.
    Article 2 provides for the definition of terms.
    Article 3 inserts special provisions suspending the implementation of specific provisions of the Law and temporarily introducing others relating to the filling of vacancies to be exempted from the suspension of filling. It specifically stipulates that the annual written examination conducted for entry positions in the Public Service, pursuant to the Law on Public Service, based upon paragraph (a) of the 5th phrase of article 3 of the Law, shall not be conducted for 2014, and the position lists submitted annually to the Parliament for approval, pursuant to articles 2 and 2A of the Law, shall not be submitted for 2014. It also provides for an exception with regard to the announcement in the Official Journal during 2015 of vacancies subject to filling, in which case a written examination takes place, the procedure of which is specified in the provisions of the present article.

    Amends the Aliens and Immigration Law in view of harmonizing the national legislation with European Parliament and Council Directive 2011/98/EU of 13 December 2011, on a single application procedure for a single permit for third-country nationals to reside and work in the territory of a Member State and on a common set of rights for third-country workers legally residing in a Member State, as well as of effectively implementing the following EU instruments:
    - Council Regulation (EC) N 1030/2002 of 13 June 2002, laying down a uniform format for residence permits for third-country nationals, as recently amended by Council Regulation (EC) N 380/2008 of 18 April 2008;
    - Commission Decision C (2002) 3069 of 14 August 2002 establishing technical specifications for the implementation of the uniform format for residence permits, as recently amended by Commission Implementing Decision C (2013) 6178 of 30 September 2013.

    It adds the following new articles:
    - 18YC, concerning the scope of application of articles 18YD-18FST;
    - 18YD, on the construction of notions for the purview of articles 18YC-18FST;
    - 18YE, regarding a single application procedure;
    - 18YST, on the requirements for issuance, amendment or renewal of a single permit;
    - 18YZ, related to the adoption of the decision;
    - 18YH, on the single permit;
    - 18Y-9, concerning the residence permits issued for purposes other than work;
    - 18F, on the procedural guarantees;
    - 18FA, on the access to information;
    - 18FB, regarding the rights on the basis of the single permit;
    - 18FC, on the right to equal treatment;
    - 18FD, related to more favorable provisions;
    - 18FE, regarding the information to the general public;
    - 18FST, on the obligations of the Director before the Commission;
    - 18FZ, on the residence permits.

    It also adds new Appendix XIII based upon article 18YE(1), and introduces transitional provisions.

    Amends the Laws N 59(I), 114(I) and 126(I) of 2010 and 2(I), 37(I), 170(I) and 193(I) of 2012 on Social Security, by adding new article 99 which introduces a Special Provision, worded as follows: "Irrespectively of the provisions of the 2nd phrase of article 73 of the present Law and following the provisions of the Regulation N 4 of the Regulations on Social Security (Fund Accounts), it shall be transferred from the Complementary Pensions Account to the Unemployment Allowances Account of the Fund, the amount of one hundred seventy million euros (170.000.000) for the purposes of covering up the deficit that the Unemployment Allowances Account produces for the years 2013 and 2014".

    The Law revises the legal framework governing the prevention and combating of the sexual abuse and sexual exploitation of children and child pornography, and it is promulgated for the purposes of harmonizing national legislation with the following instruments:

    - Council Framework Decision 2001/220/JHA of 15 March 2001, on the standing of victims in criminal proceedings;
    - European Parliament and Council Directive 2011/92/EU of 13 December 2011, on combating the sexual abuse and sexual exploitation of children and child pornography, and replacing Council Framework Decision 2004/68/JHA;

    as well as for the purposes of optimal implementation of the following Acts:

    - Law N 6(III) of 2006 ratifying the Optional Protocol to the Convention on the Rights of the Child, on the sale of children, child prostitution and child pornography;
    - Law N 11(III) of 2003 ratifying the United Nations Convention against transnational organized crime and the Protocols thereto;
    - Laws N 22(III) of 2004, 12(III) of 2010 and 14(III) of 2013 on the Convention on Cybercrime;

    Amends the Aliens and Immigration Laws N 2 of 1972, 54 of 1976, 50 of 1988, 197 of 1989, 100(I) of 1996, 43(I) of 1997, 14(I) of 1998, 22(I) and 164(I) of 2001, 88(I) and 220(I) of 2002, 66(I) of 2003, 178(I) of 2004, 8(I) and 184(I) of 2007, 29(I) and 143(I) of 2009, 153(I) of 2011, 41(I), 100(I) and 117(I) of 2012 and 32(I) and 49(I) of 2013, in view of exercising the discretionary power granted by article 11.4 of the Council Directive 2003/109/EC of 25 November 2003, concerning the status of third-country nationals who are long-term residents, as recently amended by European Parliament and Council Directive 2011/51/EU of 11 May 2011, and for the purposes of harmonizing national legislation with the article 11.4a of the aforementioned Directive 2003/109/EC.
    It specifically amends article 18IZ, by replacing paragraph (d) of 1st phrase concerning the right to benefits, as well as 3rd phrase to include in the applicable statutory system the amendments incurred to the Law on Refugees by new Laws N 58(I) and 59(I) of 2014.

    Amends Laws N 192(I) of 2011 and 185(I) of 2012 concerning the non-granting of accruals and index-increases to wages of Officials and Employees and to pensions of Pensioners of the Public Service and of the broader Public Sector.

    It specifically amends the following provisions:
    - the preamble;
    - article 2, by adding the following terms and definitions: "appointment", "position", "position of first appointment and promotion", "promotion position", "stipendiary conditions", "payroll", "promotion";
    - article 4, by replacing it with new one regarding the payroll in the event of promotion of the employee.

    It also adds new articles 4A concerning the payroll of appointees who are not employed in the Public Service or the broader Public Sector, 4B on the duty time in the appointment/promotion position, and 4C regarding the benefits in case of relocation or substitutional appointment of the employee.

    Amends article 4 of Laws N 202(I) of 2011 and 183(I) of 2012 on the Extraordinary Contribution of Employees, Pensioners and the Self-Employed of the Private Sector, by replacing the existing 2nd reservation at the end of its 1st phrase with a new one, which is worded as follows: "Emoluments and pensions, from which, by virtue of Laws N 112(I) and 193(I) of 2011 and 74(I) and 184(I) of 2012 on an Extraordinary Contribution of Officials, Employees and Pensioners of the Public Service and of the broader Public Sector, extraordinary contributions are being deducted for the benefit of the Republic of Cyprus, and which do not fall upon the provisions of the present Law, shall be added to the gross emoluments, for the purposes of fixation of the amount of the rate of extraordinary contributions, rendered by virtue of article 4 of the present Law".
