The Act sets out the process and criteria for determining which matters are central or local and the organizational structure and powers of TEBA.

Etablit et limite le nombre de catégories de personnel suivant lesquelles les unités de négociation doivent être constituées et prévoit un mécanisme suivant lequel une association de salariés peut être accréditée pour représenter les salariés visés par une unité de négociation à la suite d'une intégration d'activités, d'une fusion d'établissements ou d'une cession partielle d'activités d'un établissement à un autre établissement. Précise également les modalités particulières suivant lesquelles les parties doivent entreprendre, à la suite de l'accréditation de cette nouvelle association de salariés, la négociation des matières définies comme étant l'objet de stipulations négociées et agréées à l'échelle locale ou régionale.

    This legislation adapts the Labour Relations Code’s collective bargaining regime to the special features of police service and creates two bargaining units for police officers. It makes only single-municipality police associations eligible to act as bargaining agents. The Act excludes from collective bargaining such issues as the statutory responsibilities of a chief of police, and discipline and discharge, which are instead dealt with by regulations under the Police Act.

    Modifie certains éléments du régime de négociation prevu par la loi sur les relations du travail, la formation professionnelle et la géstion de la main-d'oeuvre dans l'industrie de la construction. Elle change notamment la définition du secteur résidentiel, élimine les règles afférentes au calcul de la représentativité sectorielle des associations des salariés, réaménage les rôles respectifs des diverses associations d'employeurs, modifie la date d'échéance des conventions collectives sectorielles et permet la conclusion d'ententes particulières pour la réalisation de projets de construction de grande importance. Sont réintroduits dans le champ d'application de la loi les travaux de construction de bâtiments réservés à l'habitation. La norme réglementaire réportant sur la proportion entre le nombre d'apprentis et de compagnons d'un même métier est complétée. Les pouvoirs de la Commission de la construction du Québec sont transformés pour améliorer son financement, tenir compte de particularités régionales ainsi que des ententes intergouvernementales conclues par le gouvernement du Québec et favoriser l'accès, le maintien et l'augmentation du nombre de femmes sur le marché du travail dans l'industrie de la construction. La loi permet d'ailleurs à la Commission de suspendre les travaux de construction sous certaines conditions. Modifie enfin les compétences du Commissaire de construction et du Conseil d'arbitrage, dote le commissaire de nouveaux pouvoirs et établit de nouvelles règles sur la nomination, la rémunération et la durée du mandat du commissaire et de ses adjoints.
