    This Regulation implements the Waste Prevention and Management Act, 2009.
    The Regulation aims to establish a sound waste management system through the efficient collection, segregation, treatment, storage, transportation, reuse, recycling and safe disposal of solid, liquid and gaseous wastes.
    The Regulation classifies wastes into medical waste, municipal waste, industrial waste and e-waste and for each of these categories it provides for their prevention and management and defines their monitoring and implementing agencies responsible for the implementation of this Regulation.
    The Regulation further provides for: the assignment of costs in proportion to the waste volume generated from the point source or by degree of hazardousness by levying fees, charges and fines for non-compliance; the control and prohibition of illegal dumping or the release of waste into the environment; the development and implementation of waste management plans and programmes; the import and export of waste; requirements for waste collection; the maintenance of records related to the generation, collection, storage, treatment and disposal of wastes; offences and penalties; etc.

    This Act aims at preventing and reducing volumes of waste generation, and at promoting the reuse, recycle and management of waste in an environmentally sound manner. Waste includes solid, liquid, gaseous, hazardous and non-hazardous, organic or inorganic waste from all kinds of sources and also the materials being stored for recycling and the transportation, import and export of waste.
    The Act empowers the National Environment Commission (NEC) to be the regulatory authority for waste prevention and management. The NEC shall also be responsible for coordinating and overseeing the implementation of the Act.
    The Act defines responsibilities of implementing agencies and of the public in managing the different categories of waste. It further provides for duties and responsibilities of implementing agencies and the different mechanisms used by them in managing waste including administrative, financial and research mechanisms.
    The Act further provides for funds financed by the Royal Government of Bhutan and for offences and penalties.
