    Section 3 provides that "Notwithstanding anything to the contrary contained in any other law for the time being in force, or in any settlement, agreement, or award, no workman or trade union of workmen and no person acting on behalf of such trade union shall in any nationalised enterprise, including in particular enterprises coming within the purview of the Bangladesh Industrial Enterprises (Nationalisation) Order, 1972, the Bangladesh Banks (Nationalisation) Order, 1972, Insurance Companies coming within the purview of the Bangladesh Insurance (Emergency Provisions) Order, 1972 or in any Statutory Corporation, including in particular the Bangladesh Industrial Development Corporation, or in any concern or enterprise owned, controlled or managed by such Corporation:-
    (a) Resort to any strike during a period of six months from the date of commencement of this Order and such further period, which in the opinion of the Government is warranted in the interests of the national economy, as may be notified in the official Gazette from time to time;
    (b) By using intimidation, coercion, pressure, threats, confinement to a place, physical injury, disconnection of telephones, water or power facilities and such other methods:-
    - (i) compel, or attempt to compel the employer, or any officer or employee of the employer to sign a memorandum of settlement, or agreement;
    - (ii) compel or attempt to compel the employer, or any officer or employee of the employer to make any payment;
    - (iii) extort from the employer or any officer or employee of the employer any pecuniary or other benefits.

    These Rules specify the procedure to follow and the forms to use in order to comply with the registration requirements. With the exception of tourists (i.e. foreigners not remaining more than 30 days in Pakistan or in any event not more than three months), foreigners shall, upon arrival in Pakistan, submit a Registration Report in exchange for which a temporary Certificate of Registration will be issued. Upon arrival at the final destination, and within thirty days, the temporary certificate shall be exchanged for a regular certificate, which is valid for as long as the foreigner remains in Pakistan. The certificate is always to be presented upon demand. Temporary absences from the place of registration exceeding seven days must be reported. Upon departure from Pakistan the Registration Certificate must be returned to the authorities in exchange for which a travel permit will be issued.

    The Rules remains in force for Bangladesh in accordance with the Bangladesh (Adaptation of Existing Laws) Order, 1972.

Section 2 provides that "Whenever the Government is satisfied that, in the interest of public order or for the maintenance of services or supplies essential to the life of the community, it is necessary to prohibit any strike by any employee of the Government or of any body or establishment, the Government may, by notification in the official Gazette, prohibit any strike for a period of three months from the date of the notification."

    The Act provides for rules to comply with, in particular, when excavating or re-excavating a tank in a certain area of the Country. The term "tank" includes ditch, drain, well and channel as per clause f, Section 2. Excavation or re-excavation of a tank must be sanctioned by an Authorized Officer, and restrictions apply to cutting or razing hills (Section 3C and 3D) especially if there is danger of siltation or obstructing any drain, river or stream as per clause b of Section 3C.

    This Order specifies the discretionary authority of Pakistani officials to permit or refuse the entry or departure of foreigners as well as the conditions for residence in Pakistan. A residence permit is required for all stays in Pakistan except for holders of "A", "D" and "courtesy" visas, "transport workers holding B visas", and visitors remaining no longer than fifteen days in Pakistan. Foreigners may be prohibited to enter and visit certain places or certain areas in Pakistan. General restrictions on the movement of foreigners within Pakistan may also be imposed. A specific written permission is required for the employment of foreigners in certain undertakings, such as undertakings for the supply of light, petroleum, power or water. Compliance with the Order may be secured by arrests and detentions or, alternatively, by the placement of a security.

    The Order remains in force for Bangladesh in accordance with the Bangladesh (Adaptation of Existing Laws) Order, 1972.
