Amends various sections, including, i.a., s. 8 respecting residence permit for aliens arriving in the country following agreement with the UNHCR etc. on the basis of the 1951 Refugee Convention or who would, if returned to their home country, risk being subjected to the death penalty, torture, inhuman or degrading treatment or punishment, etc.
