Comprehensive legislation on improvement of children's education. Part I deals with improving academic achievement of disadvantaged; Part II with preparing, training and recruiting of high quality teachers and principals. Part III provides for language instruction for limited English proficient and immigrant students, Part IV for concept of 21st century schools, and Part V for promoting informed parental choice and innovative programs. Part VI makes provision for flexibility and accountability , Part VII for indian, native Hawaiian and Alaska native education, and Part VIII for impact aid programme. Finally , Part IX contains general provisions.
