Revises the Equal Employment Opportunity Commission's federal sector complaint processing regulations to implement the recommendations made by its Federal Sector Workgroup. Revises the procedures throughout the complaint process, requires agencies to make available alternative dispute resolution procedures, and provides administrative judges with authority to dismiss complaints and to issue decisions on complaints.
