Entitles persons who are covered by the definition of "refugee" to seek employment and receive social services in Ireland. Prohibits expulsion of a refugee if such a person's life or freedom would be in danger, or if such a person would likely be subject to serious assault, including assault of a sexual nature. Creates the position of a Refugee Applications Minister and sets forth procedures for application for refugee status. Made to give effect to the Convention Relating to the Status of Refugees, 1951; the Protocol Relating to the Status of Refugees, 1967; and the Convention Determining the State Responsible for Examining Applications for Asylum Lodged in One of the Member States of the European Communities, 1990.
