Amends section 3 by inserting after subparagraph (vi) of subsection (5)(a) the following: "(vii) may in accordance with section 212(5) of the Constitution and notwithstanding the provisions of section 11, give directions regarding measures to promote the objectives set out in subsection 212(2) of the Constitution."
