Second Region

Consists of IX Parts and an Annex. Part I provides for the establishment of the Federation. Part II deals with human rights and fundamental freedoms which include, inter alia, the right to life; the right to equality before the law; and the right to freedom from discrimination based on race, colour, sex, language, religion or creed, political or other opinions, and national or social origin. Guarantees the right to freedom of association, privacy, asylum, social protection and health. Provides for the appointment of three ombudsmen: one Bosniac, one Croat and one other. The ombudsmen shall protect human dignity, rights and liberties as provided in the Constitution, and in particular shall act to reverse the consequences of violations of these rights and liberties and especially of ethnic cleansing. Part III regulates the division of responsibilities between the Federation Government and the Cantons. Parts IV, V and VI provide for the structure of the Federation Government, Cantonal Governments and Municipal Governments. Part VII regulates international relations. The Annex contains human rights instruments to be incorporated into the Federation Constitution.
