This Law applies only to enterprises owned by the whole people (state enterprises)(Art. 2). Art. 37 stipulates that after prior deduction of bankruptcy expenses from the bankruptcy property repayments shall be firstly made for former employees' wages and their labour insurance expenses. This Law was implemented three full months after the Law on People's Industrial Enterprises came into effect on August 1, 1988.
