Comprised of 18 Chapters and 88 articles. Chapter I provides for general matters such as applicability. Chapter II deals with obligations and rights of state civil servants. Chapters III and IV deal with position classification and recruitment. Chapter V concerns appraisal. Chapter VI governs rewards. Chapter VII regulates disciplines. Chapters VIII and IX provides for post promotion and demotion and post appointment and removal. Chapter X concerns training. Chapter XI deals with exchange of state civil servants within state administrative organs. Chapter XII regulates close relationship between state civil servant through either marriage or blood. Chapters XIII, XIV and XV govern matters such as salaries, insurance, resignation, dismissal and retirement. Chapter XVI concerns appeals. Chapter XVII deals with management and supervision. Chapter XVIII provides supplementary articles concerning interpretation.
