Approved by the Council of Ministers to cover conditions for establishment of training centres affiliated to factories or within a group of workshops; management and financing systems; selection of training instructors; issuance of training certificates for workers' job classifications; and election of coordinators for the centres. The Ministry of Industry shall provide skilled and semi-skilled workers with appropriate training for the needs of different sectors of the national economy.
