Reflects provisions of section 5103 of the Omnibus Budget Reconciliation Act of 1990, that change the definition of disability for widows, widowers and surviving divorced spouses from one based on the inability to do any "gainful activity" to the same definition used for all other claimants for disability benefits under title II of the Social Security Act, i.e., inability to engage in any "substantial gainful activity."
