Resumen/cita: Amends Articles 16 and 18 relating to the right to asylum. Inserts a new Article 16a which provides that a person has no right to asylum if coming from a third country which is a party to the Convention concerning the Legal Status of Refugees and the Convention for the Protection of Human Rights and Fundamental Freedoms. Also provides for the creation of a list of states which are to be considered free from political persecution.
